Educational Aim:
The aim of this module is to provide an overview of the extent to which different vulnerable groups are mentioned and the extent of this mention in various health policies.

Educational Outcomes:

Upon completion of this module practitioners should have a clear understanding of:

  1. how to apply a human rights framework to analysing policy documents
  2. a process of reviewing health policy documents to determine the frequency and extent of mention of specific groups within policy documents
  3. the potential implications for policy implementation of limited or no mention of different vulnerable groups in health policy documents

This analysis forms part of a broader EquitAble project, an EU FP7 funded study on the equitable access to health in low resource context with a specific focus on disability. This paper focuses on policies and strategy documents produced by the African Union of its African member states. The EquitAble project also included analysis of national policies in 4 countries (Sudan, Malawi, Namibia and South Africa), and policies of international organisations.
