The Lee and Colley review package was adopted and modified in this study to review the quality of the first- and second-generation Air Quality Management Plans of the Vaal Triangle Airshed Priority Area. Quality evaluation included analysis of procedures, processes, methods, and documents. The results indicated that the quality of both plans was good with the 1st generation plan to be found of better quality. Budgetary constraints were found to be the main reason for poor implementation of the plan.
